This graph grabs the readers attention as they have exaggerated the use of pictures but enlarging them.

The image and the statistics have been enlarged for a reason. The text is kept to a minimum and the colour is only black and white in this graph.
It shows all the damages caused by the rioters, the images have been enlarged to exaggerated this, it is informing us that this is the main point of this issue.

Where the image is bigger indicates that the reader will automatically start from that area of the page and work their way round.

Using this layout makes it easier to understand for some and are able to digest more information. The bigger the image is, the reader can imagine themselves being in that exact location where the photo was taken and interact more.

Automatically the reader wants to match up the statistics to each individual image this makes the reader actually read the content aswell and understand each point.
